SeaPort-e is the Navy's electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corps, and the Defense Threat Reduction Agency (DTRA) compete their service requirements amongst 1800+ SeaPort-e IDIQ multiple award contract holders. The SeaPort-e portal provides a standardized, efficient means of soliciting offers from amongst the diverse population of large and small businesses and their approved team members. All task orders are competitively solicited, awarded and managed using the SeaPort-e platform. Since nearly 85% of its contract-holders are small businesses, the SeaPort-e approach to acquiring services provides opportunity that fuels the Nation's engine of job growth.

Our SeaPort-e Contract is available for all ordering offices within the Naval Sea Systems Command, Naval Air Systems Command, Space and Naval Warfare Systems Command, Naval Supply Systems Command, Military Sealift Command, Naval Facilities Command, Strategic Systems Programs, Office of Naval Research, and the United States Marine Corps.

Additionally, support is available under this contract to other Department of Defense (DoD), non-DoD, or joint agencies for work that is integrally related to SeaPort-e product areas and mission.

Quality Management

Dominion’s Quality Management program verifies that deliverables and processes meet requirements by conducting reviews and audits and by recommending corrective actions during the course of projects and programs.

Quality Management is composed of two complimentary focuses:

  1. Quality Assurance, providing insight into the degree of compliance with established processes for the program or project.
  2. Quality Control, substantiating that processes produce deliverables in compliance with established specifications. Quality Management provides a set of planned, systematic activities that demonstrate that the deliverables conform to established technical requirements (control) and processes, and that the deliverables are performed in accordance with our delivery framework guidance, as tailored in the various project plans (assurance). Quality Management also supports continuous improvement.

Dominion’s Risk Management plan is a critical process for managing uncontrollable project activities or circumstance that may result in negative consequences to project or product performance. Our project teams develop contingency plans to facilitate risk mitigation if agreed-upon conditions are not met. This process includes:

  • Risk identification
  • Risk analysis
  • Risk mitigation
  • Contingency planning
  • Risk tracking/reporting
Dominion uses an integrated Program and task order management approach that drives task planning, staffing, organizing, directing, conducting, producing, monitoring, and reporting for each task order and contract-wide programs to ensure effectiveness and on-time and on-budget completion. This standard operating procedure is flexible and can be tailored to the needs of each individual task, and it easily accommodates both standard and short notice tasks requirements. We use a formal, uniform system for tracking and controlling task activities and for measuring performance across all task assignments. This system is designed explicitly for the identification of activity dependencies and interdependencies across task assignments, and for the integration of these activities into an overall performance process, ensuring adherence to schedule, cost, and quality metrics.

This integrated approach to program management allows us to effectively coordinate, maintain and control multiple project activities at single or multiple NAVSEA locations. Our Program Manager has total responsibility and accountability to meet the cost, schedule, and technical objectives of the task orders awarded. The approach is to utilize structured processes for defining and organizing all elements of the project, and to provide clear and concise delegation of responsibility and accountability to the project team. Our Team included a full time Quality Management (QC Manager) position that reports directly to the Program Manager, is provided on a no direct cost basis and is responsible for monitoring the quality of performance by the staff and coordinating the establishment and collection of work metrics. Dominion also has regional Business Development Managers in our offices in each of the seven (7) zones. Each Task Order (TO) is managed by a Project Manager and like all Zonal Business Development Managers, all TO Project Managers report to the Program Manager. Further, multiple TOs are managed by individual TO Project Managers, yet the Program Manager is conversant with each Project at all times. This clearly integrates communication, as well as the services delivery.
